Born Yesterday - 1993

A business man shows up in Washington to lobby plans that are favorable to his construction plans. His bimbo that is ditsy turns out to be a humiliation in social situations, so he hires a reporter to teach her how to appear smarter. It becomes apparent to the reporter that she isn't so stupid after all, and matters are more complicated as she begins questioning the newspapers her sugar keeps getting her to signup and the author begins falling in love with her.
