Low-level bureaucrat Sam Lowry leaks his daily life's monotony via a recurring day dream of himself being being a virtuous hero rescue a damsel that is gorgeous. Assessing an event that led to the wrongful arrest and eventual death of an innocent man instead of wanted terrorist Harry Tuttlehe meets the lady from his day dream, and in trying to help her gets caught in a web of confused identities, mindless bureaucracy and lies.
