Anna decides to do it, when another anniversary passes without a wedding proposal from her boyfriend. Oblivious of a Celtic heritage which makes it possible for women to pop the question Feb. 29, she plans to follow her fan to Dublin and have him to marry her. Fate has other plans, however, and Anna winds up on the opposite side of this Emerald Isle with fine, however surly, Declan to true love.
